New or resale in Morocco: how to choose

New builds offer recent standards and, under conditions, the housing aid; resale homes often let you move in straight away, in established areas. Here are the criteria to decide.

New builds

Homes built to recent standards, often with lift, parking and gated residence; VEFA guarantees when buying off-plan; few works in the first years.

For a new home up to MAD 700,000 incl. VAT, the direct housing aid may apply under conditions (MAD 100,000 up to MAD 300,000, MAD 70,000 above). In return, buying off-plan means waiting for delivery.

Resale

Often a central location, sometimes larger surfaces, room to negotiate and a quick move-in.

Budget for renovation, check the building’s condition, service charges and that any alterations were authorised.

Costs are similar

In both cases, allow about 6 to 7% in purchase costs (registration duties, Land Registry, notary). The price of a new build includes the VAT paid by the developer.

Depending on your project

Main residence with housing aid: an affordable or mid-range new build. Need to move in fast or central area: resale. Buy-to-let: compare expected rent, charges and ease of resale for both options.

Frequently asked questions

Are new builds more expensive than resale?

Often per m², but the housing aid and the absence of works can offset it. Compare the total cost.

Are notary fees lower for new builds?

Purchase costs are of a similar order for new and resale, about 6 to 7% of the price.

Does the housing aid apply to resale?

No, it targets the purchase of a new home, under conditions.
